MQM for giving financial powers to provinces

ISLAMABAD: The National Assembly on Wednesday resumed discussion on the 18th constitutional amendment bill, which was tabled by the Advisor to the Prime Minister Mian Raza Rabbani on Tuesday.

Taking part in the debate MQM leader Farooq Sattar said the 18th constitutional Amendment holds a landmark position in the political and constitutional history of Pakistan.

"Real autonomy is financial autonomy and if you give autonomy of all the departments to provinces and do not give financial powers to them, their autonomy is incomplete", he said.

He demanded to give powers to people for writing their own fate and only then the caliber and potential of all provinces will be utilized in its true spirit.

"Article-49, which deals with sales tax on goods must be given to provinces as it is their right", he said and added that it is the only way to stop the formulation of constituent assembly.

He was of the view that now the role of Council of Common Interests (CCI) will be more affective and the CCI will have expanded ambit to exercise its powers.

Farooq Sattar appreciated the step to give equal share in the royalty of oil and gas to provinces with the addition of a clause in Article-172.

He said that their party wrote a note of reiteration in Article -37 regarding the quota system in jobs as it is against merit system.

MQM Parliamentary Leader demanded to give representation to overseas Pakistanis in Senate, National Assembly and all the provincial assemblies as they are playing an important role in country's building.

He maintained that most of the times it has been said that law and order is a provincial matter but on the contrary, the appointments of IGs, CCPs, ASPs and SSPs are made from Islamabad and their party opposes this and these appointments must be made a provincial subject.

He was of the view that their party supports formation of more provinces with simple majority, as it will help in solving people's problems at lower level.

JUI-F leader and Minister for Housing and Works Rehmatullah Kakar taking part in the debate said the Bill has been compiled after thorough discussions in the Parliamentary Committee on Constitutional Reforms.

He said the JUI-F as a whole supports this Bill. He congratulated all the political parties for showing consensus on the Bill especially on repealing the LFO, granting greater provincial autonomy and renaming of NWFP as Khyber Pakhtunkhwa.

Federal Minister and leader of PML-Functional Abdul Razzaq Thahim urged all the political parties to pass the 18th constitutional amendment Bill with consensus.

He said the President himself surrendered his powers to the Prime Minister and the Parliament. Now it will be a challenge for the Prime Minister to shoulder these responsibilities and ensure good governance.

PML-N leader from Balochistan Abdul Qadir Baloch said the 1973 constitution was on the credit of Pakistan People’s Party and now after thirty-seven years the credit the 18th constitutional amendment again goes to this party.

He paid tributes to PML-N Quaid Mian Muhammad Nawaz Sharif who always worked for honour and dignity of Pakistan.
